My step son mother called me and told me that he has been pooping his pants while he is with her. He does not ever poop his pants when he is with me and his father. Why would he use the toilet when he is with us but poop in his pants when he is with his mother?

There is no single answer to this. But suffice it to say that the behavior indicates some disturbance in the parent/child relationship or in the household. The situation invites professional intervention.
