It sounds to me like she is just not ready to do this yet. Its not terribly unusual for some children not be ready until they are 4. Sometimes the terrible twos can show up into the 3s- with stubborness and a a desire to take controlControl Control rx of life-- and potty training is an area where children can really get controlControl Control rx over their parents:)
Anyway, my suggestion would be to stop the whole thing for about 2 months-- maybe three-- and then try again with books, rewards, songs-- always on the positive-- those few months may let her mature past this particular stage where she will be willing to try again.
My nephew was just like this-- would not train until he was 4 -- my sister in law tried and tried and he just never made the type of progress she needed. So she stopped -- and tried again when he was a little bit over 4 -- and then things went just perfectly from there. He just needed some more time.
My son was a but over three when we first started -- he was at the right age for him, we did not try an earlier, and it took him about 4 days. When its right, its right.
