Did you try putting over the counter steroid cream or benedryl cream on it?

It is made by the 2 folds of skin touching each other , a heat rash , the child should make sure that she washes under her arms regularly especially in hot weather and keep the area dry ,some cream may help ..

You would be AMAZED what baby powder can do!  I have tried Benedryl cream and hydrocortozone cream, but just plain keeping the area clean and putting baby powder on the area helps best for me.
