run away child

My grand daughter she's 2 will take off running and not listen to me calling her. This is not that bad she does not do it very often but being outside maybe around a road it could be bad. I'm just not sure how to deal with this, if I use naught step it being after the so called bobo and she is 2 yrs old and kind of hard to reason with. With my kids 25 yrs ago dangerous behavior I would give them a smack on their butt. The only time the ever got a little smack on their back side was if what they did endangered them or someone else. What do you suggest,

No smacking it doesnt work and is teaching them it is okay to do it to other children, they do make child leashes , put it on her hand attached to yours, do not take her out without it she will learn not to do it.Speak firmly to her,and if you are at home sit her on a chair in a time out, no yelling quietly if she gets off the chair take her back no words she stays there till she is good.
