Counseling? No, no one needs counseling except from maybe his dad.
Someone needs to tell him he's too young for sexual activity and it's embarrassing that he has asked his cousin to see her privates.

I don't think counseling is needed. Just ask your son these questions and have a conversation with him regarding sex. As with just about every 12 year old, he I'm sure is merely curious.
