Feces

What would possibly cause a 23 month old male's feces to turn green.  Not just any green.  His poop looks like someone poured green dye on it.  His buttocks are stained green from his poop.

Did you change his diet or add more green vegetables to his meals? If not, then have him checked by his MD.

No.  He drank Kool Aid powdered grape drink.  Could that have done it?

It may have been. If the feces returns to normal color, then you know it was the kool-aid. If it continues to be green then go to the MD.
