Child with fetal alcohol exposure-now having internal tremors

I am the legal guardian for a child who was exposed to a great amount of alcohol and some drug exposure in utero.  He is 6 years old, experiencing headaches with vomiting sometimes, internal tremors and he actually gets a sensation of anger when these come on, complained of his waist feeling like it was falling asleep 1 or 2 times, just like your hand would or extremity would.  Has been diagnosed with ADHD, PDD, thought he was having seizures but 24-hour EEG came back normal last time.  His eyes have the palpebral abnormality, but he does not have real strong facial features of FAS.  He is actually above average on height and weight and is extremely bright in math and spelling but is on Strattera.  Was having some sensory issues but I think Strattera is helping that.  Lies constantly, has behavioral problems. Does not know how to make good decisions. If friend says lets do something, he is along for the ride even if it is bad at times.  Many times displays a know it all attitude, popping off answers to questions someone may ask but he does not have any knowledge about these things at all.  If I make a comment about some people moving in a few houses down he might start telling me their names and who they are and just giving factual information that he does not have a clue about.   He likes to stand on his head on the couch and hold onto his bunk bed on the top and sway back and forth as if he is stretching his spine.  They are thinking Asperger because he is so smart, which could be, but I know for a fact Mom was heavy, heavy alcohol drinker.  Has a brother 2 years old who is experiencing many of the same issues.  Same Mom different dad.  Any thoughts?

It could be the Strattera if you google you will see there are indeed side effects of mood changes , and in some suicidal thoughts, how long has he been taking it ?

He actually just started on the Strattera and BuSpar a couple months ago, and with these 2 drugs I have seen a tremendous improvement with many problems but I was just wondering about these what he calls "shaking inside," which really has been going on now for about 2 years I guess.  He gets migrainmes and throws up too so he has been on medicine for that, but I usually try and watch for any new medicines with new side effects, etc.  Also the OT said she saw him shaking some when doing fine motor things and 1 teacher mentioned it 2 years ago. The OT also told me the other day maybe I should look into FAS, which in my mind no doubt he probably has.  Thanks for responding.
