advice on discipline

My 2 ½ son is speech delay and hared of hearing. his audiologist said he need hearing aids but he cant tolerate anying on or in his right ear, his right ear is the one with more hearing loss. He was born with Goldenhar syndrome that affected his right side of his face. My son right ear is malformed and would be difficult for an hearing aid to stay in place. I’ve been having so trouble discipline him. I put him on time out when he hits his little brother and try to explain to him that what he did was wrong. He just starts crying and wont stop and it seems to me that he doesn’t understand. I put him on time out and 3 min. later he’ll hit his brother aging. That happens every time I but him on time for what ever reason. Some times I feel that I’m not getting trough to him. I feel he think I’m being mean to him. I don’t know what to do. need advice! Should my discipline be in a different approach.

How does he communicate? Does he have speech? Frequently behavior issues in children with special needs comes from not being able to communicate their wants, needs, feelings, etc.  Now as for hitting siblings - that's quite normal for that age.

Can you give more info on what else you've tried; whom you've had see him, etc?
