7 months and still congested

My  7 month old son has been congested since the 2 month he was born. I was worried at bout his breathing and stuff when i first took him to the doctor  and he said that its normal just use the bulb like thing he got when he was born to suck out the snot..a monthe later we took him back because nothing got better he breaths out hi mouth and its hard for him to use his passy... =( its now months later and he still is congested i mean sometimes i can tell it doesnt bother himand times i feel like it does he will sleep during the day for at least 6 or 7 minutes and then wake up and be fussy i given him childrens tylonol and everything but nothing works it seems..i blow his noes and unclog it but it gets back the same in a matter of minutes. i cant see how the doctor said itll get better but its till bothering me to see my baby clogged up all the time.. now its got to the point where i have to blow or unclog his noes more than 3 times a day and its starting to get runny.. he has a humidifyer and everything its just nothing is working and i feel bad . this morning i used the bolb lik thing to unclog his noes and sum blood clots and streaks came out in his mucus and i got really worried and still is i dont now what more to do if what im doing isnt working! what should i do?
