Constant Cough

My 2 yr. old suffers a lot from a cough with phlegm that can last months.  There are times that the phlegn gets so thick it causes him to wheeze.  All asthma medication given to him by the dr. does not help him.  I've tried home remedies don't work either.  They told me to stop giving him cow milk but don't know what kind of milk I should give him.  I've done so much research and am more confused than before.  Need some light

Goats milk!!! Same thing happened to my daughter - cough stopped soon after. Apparently it is easier to digest than cows milk.
