Coughing, wheezing, hives, allergies and phenomia in children.

My daughter is 2 and a half years old.  In December she came down with a cold and the doctors ordered a chest xray because she was wheezing, her oxygen levels were low and she also had hives all over her body.  The doctors determened that she had phenomia and gave her antibiotics for the phenomia, zertec for the hives and the nebulizer for the wheezing.  Since December she has had allergy testing and they found she has allergies to pollen, cats, dust mites, mold and have put her on Nasonex for the allegies hoping it will clear the coughing.  She has been to the doctors since December about 4 to 5 times for the wheezing, fevers and coughing (that hasn't gone away) , including the hospital because her hives came back in in late May.  The hospital ordered xrays and they also said she may be starting to get the phenomia again.  The allegist say she may have asthma but it is still too early to diagnose her with that.  I am very confused and worried and hoping it is nothing more serious.  Any advice?  Please help!
