baby girl suffering from chest congestions

my daughter aged 1year 10 months is suffering from chest congestion since her six months of age. wheezing sound varies with season but her chest is never clear. cough also accompanies when her wheezing is increased, especially when she is sleeping. my mother and a few other near relatives have allergies and asthma, so what is think is that it is hereditary.
pediatricians recommend nebulization with Ventolin and suggest that this disease will not vanish, and the only thing we can do is to minimize the effects.  
i have also tried herbal medicines but nothing completely resolves the problem. please guide me to identify the disease and some permanent solution ???

The problem with allergies is that once your body sees something as foreign threat and decides to fight it, it will remember that substance. I have been allergic to fragrance all my life. I will always be allergic to fragrance. A permanent solution would be to identify the causes of her congestion and remove it from her life. Some common allergens are smoke, aerosols/fragrance, animal dander, dust, pollen, mold. Other possibilities from food are milk, wheat, gluten, eggs, dyes, and nuts.  

The nebulization usually just helps her asthma and congestion. It opens up the airways and allows her to breath easier. But it won't fix or prevent any congestion/asthma if the allergen that is causing her it is still present around her.

She really needs to get an allergy test done. These tests usually involve "scratches" on the skin and look for an immune response. It's not pleasant and she may not be able to do it because of her age. However once she gets this test done you will be able to easily identify a cause.

Until you can get this test done, try to keep her in a well ventilated room far away from smoke and aerosol sprays as both could aggravate her asthma. You might want to consider an air filter. Also you can try to figure out what causes it or makes it worse by slowly removing things from her. If you have a cat. Don't let her play with it/ have a friend watch it for a week. If you have a dog, never let it in her room. If you're breast feeding, try not eating certain foods. If you're not at all watch her symptoms right after she eats. Does eating make it worse? Make notes on what helps and what doesn't. Because if an allergy test comes back negative, your notes may help a doctor determine what is going on. Unfortunately though if you just remove everything around her you won't be able to really discover what was actually causing it. So slow and steady.

My daughter also has this problem, however she was diagnosed with a milk allergy at 5 months which help a bit with the congestion but she still has it bad so I was thinking maybe there is something else causing it maybe asthma? All I get from doctors is that some kids are more mucusy than others? Have u had an luck yet?

It may be a stupid question, but are you carefully avoiding all foods with milk, whey, and casein in it? Many packaged foods have milk solids and even some "dairy free" alternatives (like soy ice cream, cheese, etc) still have this milk protein in them.

I am not allowed to give her any soya coz I was told the protein in soya is very similar to milk  which makes the body react the same way, I am very careful wat I give her carefully reading every ingredient before I buy them
