Unprotected oral (reciprocated) risk?

Just a general question for the experts on the board. What is the risk of contracting chlamydia from unprotected reciprocated oral (neither person reached climax)? Generally speaking, is oral sex lesser risk for acquiring STDs/STIs than insertive or receptive sex?

I searched some old threads and it appears that oral is a lesser risk than anal or vaginal sex.

If I understand old threads, it appears that a male receiving oral sex from a man or woman carries very little risk of any STD.

However, performing oral sex on another man carries with it some risk of gonorrhea, herpes, and a couple of other STDs, but not much (any?) risk of chlamydia or syphilis?
