Aortic and Mitral regurgitation with cor pulmonale

My had has cor pulmonle, aortic and mitral regurgitation, resulting in  edematous ankles and feet, fluid in lungs and abdomen. Isn't this basically congestive heart failure? He's been told there's pretty much nothing they can do but home oxygen and maybe some steroids related to the pulmonary condition. What is the relationship among these issues? I'm pretty well versed in cardiophysiology and am wondering what the prognosis is for such a condition at age 77. Fluid retention is significant. Thanks!
