is there a Stem Cell treatment for Emphysema and which countries have it?

Hi
i have a family member who is 57yrs old male has Emphysema (he smoke all his life but he stopped few months ago)
he can't leave the house
he is on Oxygen
he has Diabetic
he has high blood pressure
and really in bad shape
my question is there a Stem Cell Treatment for Emphysema and which country now performing it? is there one in Israel?
