My little boy has a pimple on his balls

My 8 1/2 month old son has a nasty fever!! I noticed he has a pimple or fever blister on his testicle, is this normal?

i copied your additional note here: "Kay, upon further inspection it is definitely a blister as I think it popped. He shrieked in the bath tonight and I didn't put hos diaper cream on him like I normally do. I am still wondering if it is normal for boys to get blisters on their testicles. Anyone?"

The scrotal skin is not unlike the rest of your body, and has hair follicules that can get plugged and look like a pimple, and when they drain, it looks like it popped since all of teh cebum leaks out.
