Type in rectal bleeding to google and log on to one of the many sites. The Medicinenet site is particularly informative.
Rectal bleeding is never normal and should prompt you to seek medical advice. If your doctor cannot be absolutely certain that the cause is one of the more minor ones (e.g. anal fissure, haemorrhoids etc) I suggest that you ask for a colonoscopy. You don't state your age but, generally, the more sinister diseases tend to occur at age 40/50+
