Dry spot on string under tounge, and two red "sacs"

I have two red pockets or sacs, I guess I dont know what to call them exactly.  One on either side of the string under my tongue.  They are side by side, and they don't really seem to hurt.  Also, just above them a new development started today I have a dry spot right above them.  Its white.  The two sacs don't really seem sensetive or painful, the dry spot is a tiny bit sensetive when I touch it.  I can't seem to figure out what it is.  Any thoughts?
