Congestive heart failure

Can a person develop congestive heart failure by being completly bedridden?  My sister who has medical POA has insisted my father be completely bedridden -- she doesn't even want him taken out of bed at all anymore.  It seems since he's been completely bedridden for the past month he has developed congestive heart failure.  Is this possible?

There is an old vet who handled farm animals that gave me some medical advice:

Your sister is not only a little bit wrong. She is sentencing her charge to death.

Her decision in this respect is unconscionable, idiotic and criminal and warrents her immediate removal from a position of care and a guardianship proceeding initiated.

You need a physician to back you up. If she doesn't agree to change her ways, call adult protective services.
