Hi,

Normal values for an adult's heart rate is 60-100 beats per minute and respiratory rate is 12- 20  breaths per minute. Recently, the American Heart Association changed the definition of normal blood pressure to “Less than 120 / Less than 80.” Your vital sign  are still within normal values. Increased heart rate or tachycardia may be due to an underlying heart condition, an overactive thyroid or other metabolic imbalance, abnormalities within individual heart cells, abnormal electrical properties of groups of heart cells, emphysema or other lung diseases,or exposure to heart stimulants, such as caffeine, tobacco, or alcohol.

Numbness of your toes may be  a sign of a peripheral vascular diseases which is an effect of diabetes. Are there other signs or symptoms present? You can read more about this through this link: http://www.diabetes.usyd.edu.au/foot/Pvdx1.html

It would be best to have this evaluated by your doctor for proper management.
Take care and regards.
