Mood swings with congestive heart failure

My husband was admitted to the hospital two years ago with congestive heart failure.
He is now going on 63 years of age his heart only works at 30%, last May he received a
pace maker/difribulator.  For the past few months he has become more hateful then ever.
He can he sweet and loving one minute and then turn on me like a tiger.  Is this normal?  He repeats things over and over.  He gets really mad when I say dear you already told that 3 times.  I have no idea if I should talk to the doctor about his mood swings.  If anyone has any answers for me please let me know what to do. It really scares me that he not getting enough oxigen to his brain.

with CHF the cognitive function deminishes one gets forgetful repeats things also the heavy meds do influence the mood and with all the stress worry does not get any better
also all people have their personality and sometimes the not so nice traits are enhanced when cardiac trouble hits

Heart medication can cause mental problems, so mention this to the doctor.  The doctor may need to switch his medication.
