Room temperature for congestive heart failure patient

Will lowering to room temperature for a congestive heart failure patient help with breathing?  I was told to keep the room temperature not above 68 degrees.

Theoretically yes. There is more oxygen per unit volume at the lower temperatures. That is why an airplane can be able to take off in the cool morning but not be able to fly as the day warms up. So it should make it easier to breathe.

If he is on oxygen anyway, I don't see it makes that much difference.
