Stage IV Congestive Heart Failure??

I have a question about the final stage of CHF.  My father-in-law is in a wheelchair, cannot stand alone, dress himself or do anything.  My husband stays with him and his mom 24/7.  He has not slept in about 2 or 3 weeks.  He is taking a very strong sleeping pill, but doesn't work at all.  His feet and ankles are swollen, can't breath when he lays down, and coughs and clears his throat all day and all night.  He urinates every 5 minutes.  Is this what is considered the "final" stage of congestive heart failure and if so how long does this stage usually last.  Hospice does come out and check his meds, bathes him, etc. but Doc's have never come out and said that he has 6 months or a year to live.
