Young husband has EF 34% Needs kidney transplant can he?

We are seeking answers to our urgent medical needs for my husband who is too young to die. He is currently on dialysis due to End Stage Renal Failure. Started treatment Nov 28, 2008. He is in need of a kidney transplant. Is it possible for someone in his health condition get a kidney transplant? We live in the state of Utah and was informed if he has less than 30% EF, than he would not be a eligible for a kidney transplant, however, in the state of California...Cedar Sinai hosptial I read they do heart and kidney transplants.

Can you further explain how this works and are there guidelines for each state or depending on the transplant hospital?
