There’s some variation about the normal level of many things in the body according to the age, general condition and medical schools. Generally speaking, it can be as follows:
1- Fasting blood sugar: not exceeding 120
2- Random blood sugar: not exceeding 170-200
3- Heart rate not exceeding 120 beat per minute
4- Blood pressure: systolic not exceeding 140/diastolic not more than 90 mmHg.
A high level of blood sugar before the operation can be easily controlled by insulin. However, a high blood pressure (exceeding a systolic pressure of 170 mmHg) would be difficult to lower and the surgery might be cancelled that day.

Regarding your second question, it’s a very common thing to operate patients with heart attack in the second day and even in the same day if the condition is serious.

I hope this have been of some help. Please let us know if you have further queries.
