how to increase ejection fraction after redo-bypass surgery

Sir, My father had  heart attack on last 20thsept2009.On that day doctor advised some medicine for immediate relief i.e. clavix and clopitab-a  then suggested for injecting elaxim-40. He had some oclusion in the arety line,where he already had instaled two stents.But after attack he suffered from congestion in the lungs. It was cured and then he was suggested for angiography,his EF was at that time 25%. He went for procedure ie. redo-by pass surgery on   6th october 2009 ,but due to low EF again he is suffering from congestion inthe lungs. of about three times water has been taken out from his lungs.moreover he is also diabetic.He is hospitalised.He is feeling very weak to excercise properly.Now at this condition what should be done for increasing the EF?
