How young is too young for plastic surgery?

To any professional…. A fourteen yr old girl…. quite mature, I must say, wants to have rhinoplasty. She has a delicate face/features.  Her nose, has a major, large hump. Period. No sugar coating it. She'd like the hump taken down but still keeping the basic overall shape of her nose.  She's begun her menstrual cycle and had a nice growth spurt at least 6-8 months ago.  She has not gotten teased. She does not wear much make up. She states she wants to remain "looking like herself" but perhaps a little softer version.  In your professional opinion, from what I've expressed, is this too young an age?
