Lipo and tummy tuck

I am 30 yrs old.  I weighed 400 pounds 2 yrs ago, but through exercise and diet I am now 230 pounds.  

I have a lot of excess skin and hanging in my stomach and sides of my chest.  I know you have mentioned that no surgeries should be done before finsal weight loss, but I dont anticipate me going down much further.

Do you know of any place, or any process I need to go through to try and receive pro bono/reduced tummy tuck and lipo???? I live in NY, but would go wherever is required.  Thank you

Any surgeon offering pro bono work for these extensive procedures would be overwhelmed by patients requesting his/her care.  I know of no one who does this.
