droopy eyelids and forehead from hyperelastic skin disease-will any cosmetic facial surgeon do?

I am a 51 year old female with some type of generalized (perhaps BHMS) hypermobility, associated with droopy eyelids and forehead/brow very premature for my age (more excessive than my 98 year old grandmothers).  Will any cosmetic surgeon specializing in eyelids and brow/forehead surgery be OK, or is there any specialized training recommended for hyperelasticity syndromes?  My skin has always been strong, does not tear nor bruise eaily.  Are you aware if any insurance (I have blue cross PPO) ever helps with this 'cosmetic' surgery, since it is congenital and is now interfering with upper/lateral visual field.

There is a congential condition (Ehlers Danlos syndrome) that produces excess skin elasticity.  Board certified plastic surgeons are familiar with this and other conditions affecting the lids and brows and it would be appropriate to consult with one in your area.  As far as insurance coverage, this is most often approved if you have a functional problem documented by photos and visual field examinations.
