still fat after gastric bypass

Hello, A question for you, I had gastric bypass surg. done in 1996   my all time high wt of 645 lbs. I have lost about half the wt that I want to and seem to be stuck at 340 pounds. I have a large flap of fat and skin that hangs on my stomach. size DDDbreasts and large legs. I also have developed some rather serious health issues over the past 3 or so years. They include pulmonary hypertension, CHF, (both mild) intercranial hypertension, enlarged spleen arthritis, fibromyalgia and iron def anemia. Oh and I also have a pacemaker for sinus bradycardia. I am pretty sure that no surgen would do any type of surgery on me, but I still want to know
1. What is the criteria for cosmetic surgery after gastric bypass in terms of wt loss, amount of fat on the patient ect.?
2.can you even do breast reduction surgery if the patient has a pacemaker?

If the large panniculus is medically a problem, then it can be excised, in spite of your current weight.  Also, the pacemaker will not interfere with performing a breast reduction.  The larger issue is your multiple medical problems and the risks associated with general anesthesia during surgery and healing following surgery.
