Hernia/compression belt for swimming that comes in small size?

I've got a really painful ventral umbilical hernia issue going on.  I recently had surgery but it failed.   I am unable to hold myself upright for more than a 15 minutes at a time without support.

I wear a strong rubber garment throughout the day which helps immensely.  I have been able to do all of my regular activities with the support of this garment, including exercise, but I would love to take my children to the beach or pool.  

I've got a 3 year old and a 1 year old (which is part of the reason I was not able to recover properly from hernia surgery).  When my children are a little older and more independent,  I am going to get get the hernias fixed along with a muscle repair.  But for now, I am trying to find some sort of support than I can wear for taking them into the water.  Hopefully in a fast-drying fabric.  

Also, it would need to come in a very small size (my waist is 23").

Anyone know where I could find such a thing?
