I have a natural lower positioned hyoid bone, so I do not have that preferred 90 degree chin line.
Mine starts out about 1" at 90 degrees than takes a fast decent down to my adam's apple. I am not over weight and there isn't really any sagging skin that could be tightened. I went to one fairly reknowned doctor in my area of Sarasota, FL, and he said there was nothing that can be done for this. However I did some research and found that some doctors do offer this surgery. Thanks for replies.

You are correct in commenting that the position of the hyoid bone plays a significant role in the appearance and external anatomy of the neck.  Nevertheless, I am unaware of any technique used for cosmetic purposes to reposition it.  Generally such procedures involve treatment of the skin, fat, and underlying platysma and digastric muscles.
