Where do you look for information regarding complaints, lawsuits, etc. on a plastic surgeon?

Unfortunately the states do not offer certain information regarding problems with surgeons.
If they have a license they, in the eyes of their state are okay.
Where do I search, online or elsewhere to checkout a surgeon pre-surgery?

You need to contact the medical board of your state.  In California, it is possible, through the State Medical Board, to review claims and investigations of the Medical Board for any physician.
