i got slice with a exacto on my upper arm...can cosmetic surgery remove the scar

Scar can be improved but not eliminated.  The success of scar revision depends on the genetics of the individual, the nature of the scar and its location.  You would need to be evlauated by a local plastic surgeon to determine the likelihood of success.
