I found a good article that may explain why this is happening.  While those in charge may wring their hands over the deaths; they are doing nothing to change the current structure of the police force.  In fact they continue to militarize our police force.  It is very frightening to me.

I saw this. Awful, man sitting in his vehicle.  Police were there for someone else, decided while we are here.....
There was one in DC on 9/11
The guy was riding his motorcycle, the officer shot him through an open window.
I am really afraid of the way people are being killed so easily.
Oh, and his body camera wasn't turned on, how convenient.

What is happening when people can be killed just for being seen by an officer?
