Had my gums scaled but they are not healing completely

Hi,

In April I had my front top gums scaled because i had gingivitis...they were red, puffy and bled etc. My gums started to heal - (a lot of the inflammation went down, and definitely not red like they used to be)...however, they are still rather "shiny" and puffy and it seemed like they just started to get worse again(though not like before)...so I went back to the dentist and had another scaling a couple weeks ago, and its the same deal. I have been really strict in taking care of my gums, i mouth wash twice a day, brush throughly twice a day, and I try to floss after every meal. My dentist told me that they would go back to how they used to be...but theyre still "shiny" and inflamed. I'm really self conscious about it, as it is where my front teeth are.

Advice please?
