Major dental question

Hi everyone! A question about my mother.. She unfortunately has extremely rotten teeth, most are broken at the gum, and whatever are left are in bad shape! She has good dental hygiene in terms of taking care of her teeth, but bad genes, and a fear of dentists, and not having much money, have stopped her getting them fixed! Now they are in such bad shape I'm really concerned for her.. She does not have private health, and does not have alot of money. I guess her only option would be to remove the remainder and get dentures! Can anyone give advice on a cheaper option for this, or what the best option is? I would really like to help her out asap! Causing the least amount of embarassment and discomfort?
