No Adult teeth formed

I have a son age 21 who still has 2 baby teeth. The adult teeth did not form. Our dentist initially said they they could pose a problem later if left in and that they should be pulled and he should have braces. That was about 4 years agao and my husband could not afford it then. We are now being told that he can leave them in until they come out and then deal with it then. They say some people have kept their baby teeth till age 50.  What would be the best thing to do?  thank you.

I would leave them and whenever they do come out, he should consider implants to replace the missing teeth.
