Reddish Inside Lips + Blood in gums

Over a week, EVERY time I am brushing my teeth - I am getting hurt and blood is over my gums.
I had it for long time, but only like once or twice a month - now it became DAILY.

And two days ago I started having incitation in the INNER LIPS (where the lip is ending and than starting the INSIDE part of the lips, like the back lips) - and yesterday-today it got to little cuts there/wounds  / reddish in some places.

Is it gingivitis?

I've took photo - attached.
