gum disease treatment in dental office

I had an examination and dental cleaning with the dentist.  After taking x-rays and examination, my dentist determined I had beginning of periodontal disease and recommended scaling and root planing.   He did not refer me to the periodontist.  The scaling and root planing is done by the hygienists in the office.  My question is, are these hygienists the same as the hygienists in a periodontal office?  Since I don't have insurance and the periodontists do not accept my dental discount plan, which this dentist did, I went ahead and had it done at my dentist's office, but I am curious as to the difference between a hygienist with a periodontist and a hygienist with the dentist.
