nhs costs

my dentist gave me a plan and it cost £198.i still have to wait till my gums have shrunk before i get my permanent dentures  in the mean time he filled my gold crown and cleaned my 10 remaining teeth.he told me i also needed 6 fillings to the front bottom teeth but he wonts to do them when i get my permanent denture.i have been given a bill for the THE NEXT PLAN because the first plan  i had is OUT OF TIME.i have to go back in 4 week for a follow up on my  temp denture and to check the shrinkage of the gums.if it takes so long to wait for the gums to shrink and the fillings to be done why do i have to pay again for further work.surely it should come under the same plan. hope someone can help me as i am a pensioner and i have not got a bottomless money pit and i am not eligable for help.
