I have a whitish red bump under my tongue right by the webbing that holds my tongue down.  it was suppose to be by the gum but it moved over to where it is now.  it's gotten bigger but stopped at a good size of a jelly bean.  What could it be or how is it caused??

You should probably go to a dentist and have it checked out.  It could be a severed salivary duct.  The duct may have been damaged and now is blocked and the saliva is pooling in there and causing that jelly bean to appear.  If thats the case, they just need to re-open the duct and let the saliva come out or remove it all together.  If its on the bottom of mouth, its a minor duct and you won't notice it if they remove it.
