does the  dentist have the  right to  cut a chunk out your  gum to  remove a crown

The dentist has the right to do it if you give permission to.  A dentist can't literally hold you down and do anything to you that you don't give consent to do.  A dentist may remove the gum if it interferes with the crown treatment and yes, the gums will grow back.  You may want to discuss the specifics with your dentist.
