Chronic Insomnia -- combat fatigue sufferer

I would like to find some advice from one of the doctors regarding chronic insomnia and medications to treat it.  

This patient was put on Halcion from the Veterans Administration 25+ years ago, initially for combat fatigue.  Ten months ago the Halcion stopped working at the .75mg dose. By then, he developed chronic insomnia.  The VA refuses to give anything greater than 0.5mg.  The patient was tried on Seroquel and Doxepin for the side effects of drowsiness, but they did not work.  

Are there any doctors or sleep specialists out there that can help?

Are there any medications, herbals or combinations that are more effective than what he tried?  
Medications tried:
Seroquel, Rozerem, Gabitril, Restoril, Trazadone, Melatonin, Ambien & CR, Lunesta, Klonopin, Doxepin, L-Tryptophan, GABA, 5 HTP, Remeron, Sonata
Herbals tried:
Valerian, Passion Flower, Skullcap, Hops

This is a pretty desperate situation.

If you know of any MD, or of any untried meds/herbs, please reply asap!  Thanks very much in advance for your help!

Looks like you have tried almost everything..I am not a sleep specialist but do have one suggestion...try a good hefty dose of the most famous old standy....Benadryl...its a great sleeping medicine....and it is long lasting.
