My brother has gone into a outpatient mental  program and he doesn't want to go in as an in patient.  He spoke to the nurse over there about what had happened during the evaluation, and she says it was probably due to stress and aniety, but I would like to know what you think.

He is scared because he went through this experience when he had a breakdown 10 years ago.  First he says that he  his feelings are all blocked now, and have been for several months and the reg doctor has said he was probably feeling stress.  All he feels is stress and anxiety.  He has been getting up early in the morning around 4 am and feeling disconnected, and his head is ringing.   When he went to the hospital to speak to the evaluator, he was feeling stressed, and his head started to buzz and ring, and the ringing stopped only this morning.

He is worried because of the rining or buzzing, and his feelings he says are blocked.  

Should he go in as an inpatient or outpatient.  He is currently not on any medications except for "Sam E"

You should have your brother examined by a psychiatrist who is independent of the hospital. Your brother could certainly benefit by medications and therapy, but whether it needs to be inpatient or not depends on how severe his underlying illness is and whether he is a danger to himself, or is in danger of being unable to function well enough to sustain himself.  I can not make that determination with this information. The ringing and buzzin may be anxiety but they also maybe early symptoms of something more severe.
