my mother (76yrs) has been suffering for the past 3 from noises created intentional by the person above her (they were friend at one point), and everytime she would complaint to the building manager, she would say that the noise comes from the 7th floor (mom is on 5th floor), and since i was having my own personal battle (divorce, teen problems) i did not pursed the issue with the building manager, therefore, my mother dealt with this issue for 3 years, until she started to have a nervous breakdown, she call me at work crying saying that she could not take it anymore and started having suicidal thoughts, thats when i became active to help and try to solve the issue which still in progress.  My problem is: my mother just started to hear noises from a wall that faces the street.
1 month ago her urine culture show blood with no infection, her doctor does not want to refer my mother to the specialist until the issue with her appartment it's resolve, she believes might be stress....

Blood in the urine is an entirely different problem from a mental illness problem. You should insist on getting that problem resolved. If your mother hears noises from places that are not physically capable of creating noises it may be a sign of dementia but probably not, and may be nothing more than a continuation of her battle with the noisy neighbor.
