My brother IQ level is very low

My brother is 21 year old. He was having some complications during his birth time. actually he got some injury in his head during birth time. for 6-7 years he was OK. and his memory was also good. but from there onwards, his IQ startr decreasing. today his condition is that he forgets everthing within a minute. he also suffers from one mental disease. i don't know the disease name but i will tell you waht happens to him in this disease.

actually he gets a attack, where he become unconscious and his body becomes tight. his eye becomes white and his teeth is struck. he also has some liquid flow from his mouth.. it happens for around 10-15 minutes and then he is ok. before the attack he feels a severe headache.

from last 12 years he is taking a regualr medice as prescribed by one of the top hospital in india. (VELLORE). but we are having no benefit.

he is becoming more sick daya by day... i think he also feel little bit depressed due to this disease.


please give solution to increase his IQ, to develop self confidence in him and get rid of this disesae.   he is having this attack 2-3 times in a year...
