Bipolar I is when you have experienced at least one episode of mania.
Bipolar II is when you have experienced at least one episode of hypo-mania.

Hypo-mania is a milder form of mania and doesn't end you up in hospital etc. You can't have bipolar II if you have ever had a manic episode but if you are Bipolar I you can have both Hypo-mania and mania.
