What causes white skin spots on a young person?

My boyfriend over the last year has had extremely dry skin and now he has skin spots on his neck, chest and forehead . What causes this? should he be worried ? can it be from the sun ? im worried ! He is 19 years old and he works in the sun . in the picture he has the spots on his forhead
