1 1/2 year old skin question

my daughter came in possible contact with shingles from a relative and developed chicken pox mid-June.  (our dr. chose to wait on the vaccine until school.)  he put her on medication that contained it quickly...back, head, couple on face & it cleared up in a few days.  interestingly, her 3 & 4 1/2 year old brothers who also haven't yet been vaccinated didn't get the pox.  last month she developed a rash/bumps on the inside of her left elbow/arm that were very itchy & left quite some scarring.  this past week, the same thing developed on the inside of her other arm/elbow & a small bumpy rash all over her stomach which the dr. suggested could be an allergy.  i used hydrocortisone cream for a couple of days and the bumps on the stomach are almost gone, she scratched the inner arm raw & it is still sore looking, but yesterday & today she now has about 6-8 red, itchy bumps on her scalp & in her hairline..a couple have crusted over.  the dr. suggested they are a return of the chicken pox??  note:  we have a family dr. vs. a pediatrician.  research on computer doesn't seem to indicate a possible return of pox.  any suggestions?
